What Mr Henri – Marie Dondra, Minister of Finance and Budget, should have told Mrs Christine Lagarde, Managing Director of the IMF, on a mission to Bangui from 24 to 25 January 2017, had she known that taxpayers could not To pay their taxes for lack of machinery? Terrible, is not it, for a country that only lives on the tax side and has been carried by the international community for more than three (3) years?
